기반시설연동제의 성공적 시행방안 연구 = A Study on the Successful Implementation of Adequate Public Facility Requirements in Korea

다국어 초록 (Multilingual Abstract)

Korean infrastructure linkage program seeking ‘Adequate Public Facility Requirements(=concurreny)’ was introduced in 2003 with the National Land Planning and Use Act.But the program has experienced much trial and error in the actual operation. This background made this paper suggest more realistic and rational operation principles of the program instead of minor facts. In conclusion, this paper presented three kinds of successful operation principles in the development permit system, infrastructure impact fe, and mid-term local financial planning.

국문 초록 (Abstract)

기반시설연동제는 개발허가를 기반시설과 연계시켜 무임승차를 방지하고 삶의 질을 향상시키기 위한 제도로서 2003년 「국토의 계획 및 이용에 관한 법률」 에 의해 도입되었다. 그러나 기반시설부담금에 관한 법률이 2006년 별도 제정되어 운영되다가 2008년 3월 28일에 폐지되고, 국토의 계획 및 이용에 관한 법률에 기반시설부담구역 조항이 부활하는 등 수많은 시행착오를 겪어왔다. 따라서 본 연구는 보다 현실적이고 합리적인 기반시설연동제의 시행을 위해 지엽적인 사항보다는 운영원리의 큰 틀을 제시하고자 했다. 이를 위해서 기반시설연동제를 비교적 성공적으로 운영하고 있는 선진 외국, 특히 미국의 경험을 고찰했고, 이를 토대로 시사점과 평가기준을 도출해 우리나라 기반시설연동제에 대한 평가와 개선방안을 살펴보았다. 그 결과 성공적인 시행방안을 크게 개발허가방법, 기반시설부담금 부과, 중기지방재정계획의 운영이라는 세 가지 차원에서 제시했다.
