주거지역의 효율적 밀도관리 방향 모색 = 선진국 밀도관리제도 고찰을 중심으로

국문 초록 (Abstract)

국내 주거지역의 밀도관리에 관한 선행연구는 대부분 녹지 공간, 용적률, 건폐율 및 층수제한 등 밀도관리방법의 변수를 독립적으로 연구하는데 치중되었다. 본 연구에서는 선진국 도시의 주거지역 밀도관리 방안을 고찰한 후, 우리나라 일반주거지역의 보다 효율적인 밀도관리 정책대안을 제시하고자 한다. 본 연구에서는 미국, 싱가포르, 홍콩, 일본, 독일 주요도시의 주거지역 밀도관리방안의 비교분석을 실시하였으며, 그 결과를 이용하여 우리나라 일반주거지역의 효율적인 밀도관리방안을 제시하였다. 본 연구의 결과에 의하면, 제1종 및 제2종 일반주거지역에 대해서는 공동주택의 층수제한을 없애고 건물의 높이와 건폐율을 연동 관리하여 공지공간 및 녹지공간을 확보하여 쾌적한 주거환경을 유도하는 것이 바람직하다. 경관계획을 반영하여 층수제한이 필요한 지역에는 최저 혹은 최고고도지구를 지정하는 방안을 제시하였다.

Most former literatures on the density control methods were dominated by a sale variable such as open space, Floor Area Ratio, lot coverage, and height limit apart. This study is for alternatives of density control policies of the general residential areas. We reviewed zoning ordinances of the advanced cities like New york, Singapore, Hongkong. A general trend of the density control in the studied cities is the abolishment of heights limit controls and the complicated control in which a lot coverage is highly related with heights controls to preserve more open space in residential zones. it is desirable to apply widely both the minimum and the maximum height limit districts to secure special purposes like urban scenery and so on.
