사회적 자본과 지역경찰활동의 성과: 경찰관의 인식을 중심으로 = Social Capital and Local Policing Performance: Focused on the Perceptions of Police Officers

Social capital is used as a theoretical framework to reveal the levels of community policing performance. The purpose of this study is to examine the relationship between neighborhood-related social capital and local policing performance, focusing on the perceptions of police officers.
For an empirical study, data was obtained from surveys of 388 police officers from five police stations under the Busan Metropolitan Police Agency. Mean analysis, ANOVA, Multiple regression analysis, and so on were employed to examine the relationship between neighborhood-related social capital and local policing performance.
The most important findings from these analyses demonstrated that local policing performance could not be successful without the existence of social capital building in neighborhoods, and that in communities where there were shared values and norms, and where good informal social networks operated in neighborhoods, the community might enjoy higher satisfaction from local policing and lower levels of crime.

국문 초록 (Abstract)

미국 등 선진국의 경우는 오래 전부터 동네의 사회적 자본을 기초로 한 비공식적 사회통제에 의한 범죄예방활동을 강조해 왔다. 그러나 우리의 경우는 비공식적 사회통제를 활용한 범죄예방을 위한 노력이 아직까지도 미흡한 실정이다. 본 연구는 이러한 관점에서 범죄예방이나 지역경찰활동의 성과 제고를 위해서는 제도적 개혁이나 정비도 중요하지만 근본적으로는 지역사회의 사회적 자본의 구축이 선행되어야 한다는 문제의식 하에서, 범죄예방과 관련하여 지역사회 사회적 자본의 수준이 어느 정도나 되고, 사회적 자본이 여타 독립변수와의 관계 속에서 지역경찰활동의 성과에 어느 정도 영향을 미치고 있는가를 분석하였다. 분석결과 동네 사회적 자본은 전반적으로 그 수준이 낮게 나타났다. 그리고 동네의 사회적 자본과 지역경찰활동의 성과를 살펴보면, 동네 사회적 자본의 수준이 높은 아파트 지역 및 농어촌 지역이 다른 지역에 비하여 지역경찰활동의 성과가 높게 나타났다. 이것은 동네 사회적 자본과 지역경찰활동 성과 간에 관계가 있음을 입증해 주는 것이라고 할 수 있다. 지역경찰활동의 성과에 대한 영향력은 회귀분석 결과 사회적 자본이 여타의 독립변수를 통제하고도 지역경찰활동의 성과에 가장 큰 영향력을 미치고 있는 것으로 나타났다. 그럼에도 불구하고 현재 우리의 지역사회 사회적 자본의 수준은 전반적으로 낮게 나타나고 있는 바, 이것은 지역경찰활동의 성과 제고를 위해서도 시급히 해결해야 할 과제라고 할 수 있다.
