미국 기반시설연동제의 운영체계 및 시사점 = The operation system of adequate public facility requirements in U.S.A. and its implication

다국어 초록 (Multilingual Abstract)

This study aims to search perspectively a desirable operation system of adequate public facility requirements introduced in 2002. For this purpose, the advanced U.S. concurrency system was scrutinized and the implication to Korean system was presented. Some important results show that Korean system should be operated on the basis of LOS(level of service) and the rational nexus of infrastructure fee should be kept. The most important result suggests that an active infrastructure investment and development timing control of government by strong connection with capital improvement program is necessary.

국문 초록 (Abstract)

본 연구는 2002년도에 도입된 기반시설연동제의 바람직한 운영체계를 거시적 차원에서 모색하는데 목적이 있다. 이를 위하여 기반시설연동제의 토대를 구축한 미국의 선진시스템을 소개하고, 이를 바탕으로 한국의 기반시설연동제에 대한 시사점을 도출하였다. 주요 연구결과, 한국의 기반시설연동제도도 기반시설용량(Level of Service)을 기초로 운영되어야 하고, 기반시설부담금 부과의 합리적 연관성이 준수되어야 하며, 특히 중기지방재정계획과의 강한 연계를 통한 적극적인 기반시설투자와 개발시기조절이 필요함을 역설하였다.
