    This research aims to provide basic data in order to promote a return-to-the-soil movement by reviewing the actual conditions of those returning to the farm and analysis of ordinances and regulations of local self-governments related with the issue. The major contents include governmental support to those who returned to the farm and settled down in a rural community, diversification of farming for stable income, practical financial aids by local seif-governments, concrete plans for financial support, varying assistance plans, and so on. Those efforts are expected to bring new drive for growth to the agricultural and rural communities.
