지방자치단체간 파트너십의 결정요인과 성과에 관한 실증연구 -자원의존관점을 중심으로- = Determinants and Performance of Local Government Partnership: Focused on Resource Dependence Theory

다국어 초록 (Multilingual Abstract)

This study aims at investigating the determinants and performance of local government partnership. Based on resource dependence theory, the study refined nine hypotheses. Empirical analysis shows that the potential utility of resources owned by local governments have positive relationships both with partnership norms and effectiveness. Policy actors' support and the role of central government also have significant relationships with partnership norms, but not with program performance. No significant effect is found in the number of participating localities. Last, but not least, all the influencing factors have meaningful effect on the effectiveness of partnership program through the increase of partnership norms.

국문 초록 (Abstract)

본 연구는 자원의존관점을 중심으로 지방자치단체간 파트너십의 결정요인과 성과에 대해 실증적으로 분석하였다. 자원의존이론에 의거하여 아홉가지 가설에 비추어 분석한 결과, 파트너 지방자치단체가 지닌 자원의 유용성이 파트너십 규범과 사업의 효과성에 긍정적인 영향을 미치는 것으로 나타났다. 지역내 행위자들의 지지도와 중앙정부의 지원은 파트너십 규범에 중요한 영향을 미치고 있지만, 사업성과에는 영향을 미치지 못하였다. 자원분담정도는 파트너십 규범과 사업성과 모두에 영향을 미치지 못하는 것으로 분석되었다. 마지막으로, 파트너십 규범이 높을수록 사업성과가 향상된다는 것이 입증되었다.
