지방정부체제에 대한 공공선택론적 견해에 대한 재조명 : 신거버넌스와 관련하여 = Pubic Choice Perspective on Local Governments: A Reappraisal

Scholars of public choice favor a polycentric structure in public service delivery in which many interdependent organizations, such as various levels of local governments, special purpose governments, non-profit organizations, private firms, and local residents can participate. Above the Local Public Economy is very similar to the prescriptions of New Governance which emphasize networks and partnerships in public service delivery. This paper reviews the public choice theory of metropolitan governance which is neglected in Korea so far and contrasts it with the traditional monolithic and hierachical government theory and finds its traces in New Public Management. After that this paper reappraises the public choice theory comparing it to the theory of New Governance. This paper concludes that pubic choice and New Governance are very different in their departures on public governance, but they share many common ingredients in solving social problems. Thus they can contribute to each other in developing a polycentric public service delivery system.

국문 초록 (Abstract)

공공선택론에서 주장하는 대도시권 거버넌스 형태는 규모가 작은 다수의 일반목적 및 기능별 지방정부, 공공서비스를 생산하는 사기업과 비영리단체, 공생산에 참여하는 주민들로 구성된 다원적 체제이다. 이런 다양한 주체간의 네트워크와 파트너십의 지방공공경제(local public economy)체제는 신거버넌스이론에서 전제하고 있는 공공부문 통할체제와 유사하다. 이 논문은 종래 등한시 되었던 공공선택론적 지방정부이론을 정리하는 과정을 통하여 전통적 정부이론과의 차이를 밝히고, 신공공관리론과의 관련성을 밝히는 동시에 신거버넌스이론과의 유사점과 공통의 과제를 밝힌다. 공공선택론과 신공공관리론과 신거버넌스이론의 출발점은 매우 다르지만 이들이 모두 다원적 체제의 관점에서 지방의 공공문제 해결을 모색한다는 점에서 상생적 발전의 가능성이 있다.
