적절한 불편부당성'(due impartiality) 기준의 역사와성격에 대하여 = On the History and Nature of 'Due Impartiality' Standard in the British Broadcast Journalism

국문 초록 (Abstract)

이 논문의 목적은 영국 뉴스와 시사보도 프로그램의 법적 기준으로 정착된‘적절
한 불편부당성’기준의 생성과 변천 과정, 그리고 언론학적 성격을 살펴보는 데 있다.
구체적으로 첫째, 불편부당성 기준은 라디오가 출현한 이후 어떠한 맥락에서 논의
되기 시작하였는가, 둘째, 불편부당성 기준의 정치사회적 의미와 한계는 무엇인가,
셋째, ‘적절한 불편부당성’은 어떤 의미이며 어떠한 과정을 거쳐 등장하게 되었는
가? 넷째, 오늘날 이 기준은 영국 방송에서 어떻게 제도적으로 수용되고 있으며, 최
근의 미디어 지형 속에서 어떠한 의미를 갖는지 생각해 본다. 불편부당성 기준은
정파성이 인정되는 신문과 달리 방송이 정치에 개입하지 못하고 중립을 지키도록
제도화시킨 영국의 의회 정치문화 속에서 태동된 것으로 실질적으로는 정당간 균
형성을 의미해왔다. 후에 나타난‘적절한 불편부당성’개념은 모든 사안을 엄정한
중립적 자세에서 보도하는 것이 아니라, 진실과 인권, 정의, 민주주의 등 특정 사회
가 국가 이념과 기본적 가치체계 내에서의 불편부당성을 의미하는 것으로, 1954년
텔레비전법에서 처음 등장하였으며, ‘절대적 불편부당성’보다 신축적인 기준으로
공∙민영 방송사 모두에게 적용되면서 영국 방송 저널리즘의 핵심 기준으로 정착
되었다.
