There are son uncertainties for the nature of the state in Lee Myung Bak government era. Some stress its authoritarian and undemocratic character. But the others assert its democratic nature. This Paper studies the labour policy of the Lee government in a standpoint of state theory, especially the strategic-relational theory of Bob Jessop. In this theory the state project is a systematic discourse that Integrates the divided state apparatuses and produces some sorts of class hegemony in the whole society. After the democratization era, the Korean state promoted two kinds of state projects simultaneously, the Democratization Project(Minjuwha Project) and the Advanced Country Project(Sunjinwha Project). In the Lee government era, the Democratization Project was halted or sealed up and the Advanced Country Project care into its full bloom. The legalism, a strict legal confrontation strategy to the labour disputes that the Lee government stresses, is the most important symbol of this state strategy. In sum, passing the three regimes, the Advanced Country Project has become the sole state project of korean state and it has strengthened the hegemonic domination of ruling class. And in this structural terrain, the labour movement of korea has been weakened and met a serious structural crisis.
