북한의 경제특구 : 현황과 과제 = North Korea's Special economic zone policy: the present and the problem

국문 초록 (Abstract)

1990년대에 들어서면서 북한의 경제상황은 매우 악화되었다. 이러한 현상은 사회주의권의 붕괴와도 맞물려 있었다. 때문에 북한은 비사회주의권 국가를 포함한 국제사회와의 교류협력을 강화하는 조치를 취하게 되었고 그 대안으로 등장한 것이 경제특구였다. 북한은 이미 1980년대부터 부분적인 경제개방정책으로 합영법 등을 실시하였으나 그 까다로운 규정으로 인해 외국자본과 기술의 유치에는 실패하고 말았다. 그리고 1990년대 초에「라진·선봉자유경제무역지대」를 지정하면서 경제특구정책을 시행하였다. 2000년대에는 남북경제협력사업이 활성화되면서 금강산관광지구 및 개성공업지구가‘경제특구’로 지정되었다.
하지만 동시에 북한은 중국식 경제특구를 시도한다면 북한체제에 악영향을 끼칠 것이란 우려를 경계하고 있다. 이러한 북한의 소극적 경제특구에 대한 남한의 대안은 지속적으로 경제특구정책을 확대할 수 있도록 설득하고 분위기를 조성해 줘야한다. 이를 통해 북한에게 경제특구정책이 경제난 해결의 유용한 출구라는 인식을 심어줘야 한다.

다국어 초록 (Multilingual Abstract)

The purpose of this research is to analysis the reason why North Korea establish the special econimic zone. In addition, this study has focused on the evaluation and prospect for the special econimic zone of North Korea such as sourism area of Gumgang Mountain and industrial area of Gaesung. North Korea has attempted to import foreign capital only for this special economic zone but it is inevitable to connect between the foreign companies and the domestic economy of North Korea for the better economic results. consequently, it is unnecessary to have a negative viewpoint about the open policy of North Korea because they are not intended to change their ideology. Even though they are moving slowly and gradually, if the present project, that is the plan of the special economic zone, will continue successfully, the bright and prosperous future will be guaranteed for North Korea.
