The purpose of this study is to evaluate the elementary school special supplementary courses using CIPP evaluation model. The subjects were elementary school teachers, students and parents in the Busan metropolitan city. The tools used for analysis were on-line survey, focus group interviews, satisfactory test, document analysis. The results of this study were as the follows: First, context evaluation assessed needs and problems within a defined environment. In selecting the students for the special supplementary courses, selecting by using an examination for promotion of an educational institution was considered. Second, input evaluation assessed competing strategies and the work plan and budgets of the selected approach. The number of freshman-teachers were only a few. And most of the instructional materials were written materials. Third, process evaluation monitored, documented and assessed program activities. Most teachers instructed students using the lecture method. Finally, output evaluation assessed the quality and significance of outcomes. Student pass rates and the learning attitude change rates fell bellow the average. The degree of student and parent satisfaction was above the average, but the level of teacher satisfaction fell bellow the average.
