This paper is aimed to search the method of media literacy for citizenship with critical thinking in cultural education as the part of social studies. For that purpose, first, this study points out the limitation of the previous cultural education based upon the anthropological concept of culture, alternatively suggesting the concept of culture as signifying practices. Second, we stress the importance of media literacy to critical cultural education, in the sense not only that media have a great influence on the value and attitude of students, but that media serve as the most accessible tool for analyzing ideology working in the everyday life. Critical thinking can be better achieved if both the critical reading and writing of media text are performed. Third, this paper presents Sinclair's DT and ET model as a method of media literacy and suggests a teaching plan for cultural education using the model. The media literacy model developed here is expected to improve students' critical and creative thinking as encoders as well as decoders of meaning.
