Saemaul undong was initiated by the former president Park Chung Hee to modernize Korea and its people through reform in humanity and mind, which he had desired for a long time. the movement was, however, a type of state mobilization, which was different from the Saemaul Kagguki Undong. Peasants in the movement produced a new successful one which was different from what they had participated in. Their initial success provided a room in order to mobilize people for the President whose belief was achieved through the movement. The state began to buckle down to the project to reform peasants" and Koreans" mind, and then, expanded it to the entire peninsula. In the process of the reform in humanity and mind, the state separated the state from politics and de-politicized the peasants and Koreans. Park Chung Hee was seen as a leader of the Korean nation and father of Korea, not a just politician. Through the movement, many Koreans experienced a term of "success" by their own efforts without helps from outside. The experience led them to empowered Koreans, but it was a half-growth, because they were de-politicised.
