지방정부간 협력 요인에 관한 실증분석 = An Empirical Study of Factors Affecting Intergovernmental Cooperation, Focusing on Economies of Scale and Externalities

국문 초록 (Abstract)

본 연구는 보건복지부에서 관할하고 있는 지역사회서비스투자사업을 연구 대상으로 지방공공재에 해당하는 지역 바우처 사업의 개발과 제공에 있어서 지방정부간 협력 요인을 검증하고자 한다. 지방정부간 협력요인을 분석하고 있는 기존의 선행연구는 사례연구 및 비교연구에 집중하고 있는데 반해 본 연구는 전국 기초지방자체단체를 대상으로 3년간의 패널데이터를 이용하여, 추정모형을 통해 협력요인의 영향을 통계적으로 검증하고 있다는 점에서 차별성을 가진다. 추정모형은 선행연구 및 이론적 배경에 기초하여 규모의 경제와 외부효과를 중심으로 구성되었으며 이밖에 지방정부의 재정력, 지출정향성, 수요적 요인을 포함하였다. 추정 결과, 모형에서 예측하고 있는 바와 같이, 외부효과, 재정자립도, 복지지출정향에서 통계적으로 유의한 결과를 도출하였으며, 수요 요인은 변수에 따라 혼재된 결과를 나타내고 있다. 규모의 경제는 이론적 예측 방향과 반대의 결과가 나타났으나 이는 지역사회서비스투자사업이 가지고 있는 고유의 성격에 기인한 것으로 일반화에는 무리가 있는 것으로 판단된다. 지방정부간 협력에 있어서 외부효과와 규모의 경제의 중요성을 검증한 본 논문은 지방공공재의 생산과 제공에 있어서 적정한 지방정부의 규모에 대한 정책적 시사점을 제시하고 있다.

This paper attempts to examine the impacts of spill-over effects and economies of scale on intergovernmental cooperation in producing and delivering local publice service using the case of Community Service Investment(CSI) programs. While existing literature has focused on case studies and comparative analysis, this paper sets up research models based on theories and empirical studies, and estimates impacts of key factors using statistical analysis of three year panel dataset. The research model includes fiscal capacity, spending orientation, demand factors in addition to spill-over effects and economies scale. The estimation results confirm the expected impacts of key variables. Although the impacts of size of jurisdictions have opposite sign, it is hard to be generalized since it is due to unique design of CSI.
