The purpose of this study is to inquire into the factors that contribute to making a successful government evaluation system. The central research question is what the characteristics of successful government evaluation system are and what problems prevent the government evaluation system from succeeding. For this study, I analyzed the current situation of the government evaluation system in korea in terms of. Four categories of problem areas that affect the success of a government evaluation system could be identified from pervious research : (1) characteristics of the target policy/program for evaluation : (2) evaluation process characteristics : (3) characteristics of the utilization of the results of the government evaluation : (4) characteristics of the organization and the manpower that performed an evaluation. Four categories are divided into ten sub-categories : the standard and the procedure for selecting the target policy/program for evaluation : the period of time undertaking evaluation : the relation between the Office for Government Policy Coordination of the Office of the Prime Minister and the organization units that perform the evaluation in the central administration agencies : the use of the findings for incentive, budgeting, and auditing : the independence of the organization that performed an evaluation ; the qualitative and the quantitative propriety of the manpower who is in change of evaluation.
