사이버폭력과 그 대책 = Violence and Social Control in Cyberspace

국문 초록 (Abstract)

시이버공간의 구조는 기본적으로 현실세계의 구조에 근거하고 있다. 그리고 사이버공간의 행위자는 결국 현실세계의 행위자이다. 따라서 두 공간의 구조들은 서로 피드백하는 순환적 관계에 있으며, 구조의 중요한 요소들인 가치와 규범 역시 그러하다. 그렇기 때문에 사이버폭력과 같은 사이버공간에서의 일탈행위를 연구하기 위해서는 기본적으로 현실세계와의 관련성을 전제해야한다. 이 논문에서는 현실세계의 범죄에 대한 이론 중의 하나인 사회해체이론을 적용하여 사이버폭력의 문제를 논의한다. 이 이론은 사회연결망을 통한 공동체의 사회통제력을 강조한다. 이 논문은 사이버공간에서도 공동체가 존재하며, 이를 통해서 구성원들의 행위를 규제할 수 있는 능력을 확보할 수 있다고 주장한다. 사이버폭력의 근본적인 대책은 사이버공간에서 가치와 규범의 확립을 통해 자율적 통제가 이루어지도록 하는 것이다. 이를 위해서는 사이버공간에서의 상호작용이 더욱 더 활성화 되도록 표현의 자유를 크게 침해하지 않는 방향으로 시민영역에서 여러 가지 방안이 강구되어야 할 것이다.

다국어 초록 (Multilingual Abstract)

The structure of cyberspace is grounded on that of real world, and agencies in cyberspace are those in real world. Therefore, we suppose recursive relationships between the structures of cyberspace and real world, including values and norms which are key elements of the structure. This suggests that we should not study deviant behaviors such as cyber violence without considering close relationships between cyberspace and real world. This paper applies social disorganization theory, which is a theory for crimes in real world, to discuss the issues in cyber violence. This theory emphasizes the social control capacity of community through social networks among residents. This papers argues that communities do exist in cyberspace as well and that these communities have capacity to control their members. The most efficient and effective way to prevent cyber violence might be to encourage the establishment of values and norms in cyberspace through which autonomous control is possible. Civil society should take various measures without excessively infringing the freedom of expression which promotes interactions in cyberspace.
