유아교육과 보육 정책에 대한 전문가 의견 분석 = An Analysis of the Professionals′Opinion on Early Childhood Education and Care Policy

국문 초록 (Abstract)

본 연구는 델파이 조사를 통해 우리나라 유아교육과 보육 정책에 대한 전문가들의 의견을 알아본 것이다.
유아교육과 보육, 아동 및 교육학 분야의 대표적인 학회 7개의 이사들 42명을 대상으로, 유아교육과 보육정책 중에서 가장 우선적으로 추진해야 할 것, 향후 중요하게 추진해야 할 것, OECD 유아교육과 보호정책 중에서 시사점이 큰 것 등에 대한 의견을 조사하였다.
조사 결과 전문가들은 우리나라의 유아교육과 보육 발전을 위해서 1) 교육과 보호가 통합된 공적 체제 구축, 2) 유아교육 및 보육 인력 제도의 개선, 3) 유아교육 및 보육 서비스의 질 향상, 4) 유아교육 및 보육에 대한 행․재정 지원을 가장 우선적이고 중요하게 추진되어야할 정책이라고 응답하였다. 또 OECD 국가들의 유아교육과 보호 정책 동향 중에서는 1) 체계적이고 통합적인 정책 개발과 수행, 2) 질 개선과 보장, 3) 공공재원 확보 기반 조성 등을 시사 받을 만한 가치가 있는 정책으로 지적하였다. 즉, 전문가들은 우리나라의 이원적인 현행 유아교육과 보육 체제 및 정책과는 다르게, 유아교육과 보육의 ‘통합’에 대한 의견을 많이 지적하였다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to investigate the professionals' opinion on Early Childhood Education and Care Policy. In order to investigate the professionals' opinion, the Delphi method was used.
The professionals point out that it must be laid weight on 1) to establish and to propel the integrated public early childhood education and care system, 2) to improve the system of staff of ECEC, 3) to improve the quality of ECEC services, and 4) to increase the support system for the ECEC activities. The professionals also point out that it must be considered 1) to develop and to implement systematic and integrated policies, 2) to improve and to guarantee the quality of ECEC services, and 3) to establish the system of making public funds.
In spite of the current separated system of early childhood education and care in Korea, the professionals point out the importance of making the integrated ECEC policies and propelling the integrated ECEC policies.
