국문 초록 (Abstract)

본 연구는 북한에서 해방이후부터 사회주의국가를 수립하기 이전까지의 3년여 기간에 걸쳐 진행되어 왔던 사회주의체제의 형성과정에서 김일성의 지위와 역할을 분석하여 김일성에 대한 재평가를 해보았다.
본 연구에서 기초분석자료로 활용된 노획문서에 의하면 북한의 공산주의세력들이 북한정국을 주도해 나가는 초기과정에서부터 김일성의 지위와 역할이 매우 확고하였음을 보여주고 있다. 북한의 초기상황을 보여주는 각종 문건들에서는 김일성이 북한정국을 주도하는 소련군정이나 지배집단 및 인민대중들에게 가장 폭넓은 지지기반을 확보하고 있었던 것으로 나타나고 있다.
김일성은 소련에 의해 선택되어 해방직후 초기부터 북한정국의 주역으로 등장할 수 있었지만, 다른 한편으로는 사회주의체제를 형성하는 과정에서 ‘지도자’로서의 역량을 축적하면서 최고지도자로의 자리에 부상하는데 성공하였다. 1946년 초반 공산당 내부에서는 김일성의 노선과 정책을 유일한 지도적 지침으로 하여 모든 조직과 구성원들이 그의 의도와 명령, 지시를 관철하는 김일성 지도체계가 작동하고 있었다.
김일성을 비롯한 북한공산주의자들은 사회주의체제를 형성하는 과정에서 소련을 우호적이고 협력의 대상으로 인식하고 당국가체제를 구성하는 당ㆍ정ㆍ군과 같은 제도적 장치들은 물론이고 사회주의적 개조작업을 추진하는 과정에서 긴밀한 협력관계를 유지하고 있었다. 북한에서 당국가체제의 형성과 역량의 증대는 반대로 소련군정 당국으로부터의 권한을 양도받는 과정을 동반하였다. 즉 북한에서 당국가체제의 형성은 소련으로부터의 자율성을 획득해 나가는 과정이었다.
김일성은 당국가체제를 건설하는 과정에서 공산당과 군을 창설하는 주역으로서의 역할을 수행하였으며, 자생적으로 출범한 인민위원회도 공산당의 지배체제로 편입시키는데 결정적인 역할을 수행한 것으로 나타나고 있다. 임시인민위원회의 출범을 계기로 북한에서는 소련에 의존하지 않고 독자적인 국가에 준하는 체제로서의 역량을 갖추고 북한사회를 움직여 았음을 보여주고 있다. 그렇지만 북한지도부는 북한에서 당국가체제를 건설해 나가는 과정에서 인적, 물적 자원의 부족을 직면하였다. 이러한 과정에서 김일성은 북한체제의 건설에 필요한 자원을 구소련이나 중국으로부터 확보하는데 커다란 기여를 한 것으로 보인다.

This study examines the role and position of Kim Ilsung in the process of building North Korean government since the liberation. According to the obtained documents Communist forces, the position and role of Kim Ilsung in North Korea have been very firm since the beginning of the North Korean Government. Early Documents shows that Kim Ilsung has been supported by USSR Army Military Government and ruling groups.
Kim has been selected by Soviet Union to be a key player in the North Korean political situation. In the process of building Socialistic System, he successfully accumulated the ability to be the leader and became the top leader eventually. In 1946, the North Korean Communist Party has built "Kim Il Sung Leadership System" which is operated only by Kim's order and intention.
Kim Ilsung and the North Korean Communists considered U.S.S.R. as a friendly and negotiable country in the process of building a socialistic system. Therefore, they had very close relationship with U.S.S.R. in the areas of Party-Government-Army system and reforming whole social system. After Kim built the Party-State system and accumulating more power, the USSR Army Government transferred more power to him. In other words, building the Party-State System was a process of obtaining an autonomy from the USSR.
In the process of building the Party-State, Kim Ilsung has played a important role in building the North Korean Communist Party and Army. Also, he made a very decisive role in acquiring 'The People's Committee' which has borne of itself. By the beginning of 'The Temporary People's Committee', he showed he can control the North Korean Society as a separate country leader without the support of USSR any more. However, North Korean Communist Party leaders are suffering from lack of human and material resources. In this aspcet, Kim Ilsung has made a big contribution in obtaining resources from USSR and China in the process of building North Korean Government system.
