망중립성 정책의 정치논리 = Political Logic of Network Neutrality Policy : Comparison between U.S. and European Countries

국문 초록 (Abstract)

본 연구는 미국의 망중립성과 유럽의 망중립성 해법 간의 차별성이 어떻게 국가 내부의 정치적 규범 및 역학관계, 그리고 국제관계에서의 국가이익과 경쟁력에 대한 상이한 판단과 분석에 근거하고 있는지를 고찰한다.
미국 망중립성 정책의 경우 시장자유주의적 관점에서의 경쟁 활성화라는 담론이 지배적인 영향력을 행사하는 반면 유럽은 망의 효율성과 공공성 관리에 초점을 두고 있다. 이러한 차이는 망중립성 논쟁의 정치적 성격을 보여준다. 국내정치적으로 망중립성은 개별 국가 또는 지역의 정치문화와 정치적 역학관계를 반영한다. 국제정치적인 역학관계 역시 중요한 영향을 미치는 것으로 보인다. 미국의 경우 인터넷콘텐츠제공자들의 이익을 보호하는 것이 국가 이익과 상치되지 않는 반면 유럽의 경우 글로벌 인터넷콘텐츠 제공자들로부터 유럽시장을 보호하는 것이 중요한 정치적 논리로 작용한다.
이러한 상이한 국내정치적·국제정치적 논리는 상이한 망중립성 정책 형성에 지대한 영향을 미친다고 볼 수 있다.

다국어 초록 (Multilingual Abstract)

This article deals with the following question. How has the differences in U. S. and Europe’s net neutrality policy been caused by political norms, power relations and divergent opinions about national interest.
In the case of American net neutrality policy discourse on market liberalism has been dominant. European net neutrality policy however focuses on efficiency and public management of networks. These differences between U.S. and European net neutrality policy can be explained through political logic. Taking in to account domestic politics, net neutrality policy reflects political culture and political power relations of each country or region. In the international political dimension, power relations influence construction of different net neutrality policies, too. The U.S., which is the stronghold of diverse global content providers such as Google and Yahoo, regards strong net neutrality as a national interest. In contrast the EU prefers regulation of networks to protect its domestic market from the competition of global or american content providers. Such differences of logic in domestic and international politics could be defined as definitive factors in the building of net neutrality policy.
