후기 실증주의와 질적 연구방법의 정책분석평가연구에의 적용가능성

Positivism and rationalism in public policy science have greatly affected on public policy analysis and evaluation theories and practices. However, positivistic philosophy, logic and methods utilizing quantitative research methods have their own strengths and limitations. Behaviorism rooted in positivism had functioned as fetters to the full development of policy science. The development of value-oriented policy science may be much attributed to the rise of post-positivism since 1960s. The study of policy science for the last half-century, however, has been ironically focused on the positivistic approaches and showed limited achievements in its development. Qualities of policy informations and policy recommendations produced by policy experts seem to have been unsatisfactory even in advanced western countries. The reason for these phenomena might be attributed to the under-utilization of qualitative research methods based on post-positivism.This paper deals with the characteristics and strengths of post-positivistic approach and qualitative research methods. This paper discusses also the applicability of post-positivism and qualitative research methods to the study of policy science. The author concludes with recommendations for overcoming the paradoxical phenomena in the field.
