투입산출지향적 비방사적 자료포락분석모형을 이용한 공공서비스의 효율성 평가 = 민간위탁업무를 중심으로

다국어 초록 (Multilingual Abstract)

We need to use the nonoriented data envelopment analysis model, which analyzes both input and output efficiency by considering both input minimization and output maximization rather than focusing on either side of input and output in evaluating the efficiency of public services. Since it measures the efficiency of each organization based on the summation of both radial and nonradial slacks of inputs and outputs, the slack-based model based on the additive model has limitations that it can’t only calculate efficiency scores but also lead to inconsistent results in ranking the efficiency of each organization. Thus, we had better use the slack-based model of efficiency to make consistent efficiency ranking as well as to measure efficiency by considering both radial and nonradial slacks of inputs and outputs. This study explained the logic of the nonradial data envelopment analysis model, formulated linear programming models of the slack-based model and the slack-based model of efficiency, compared the technical efficiencies of outsourced government services using the slack-based model and the slack-based model of efficiency, suggested the reference group and inefficient amounts in inputs and outputs of inefficient outsourced services, and analyzed returns to scale.
