협력거버넌스 형성의 미시적 이해 -정식모형(formal model)의 관점에서 바라본 지역 협력 거버넌스의 성립조건- = Micro Understanding of Collaborative Governance: Condition for Regional Partnership Formation

Local economic development policy is often described as a competitive environment in which local jurisdictions compete with each other for creating jobs and increasing the tax base. However, interjurisdictional competition combined with fragmented decision making in US metropolitan area tend to result in many regional problems such as diseconomies of scale, negative externalities, duplication of similar policies, and so on. Therefore, there has been an increasing number of approaches to address regional problems through targeted collaborative efforts. One of the main puzzles to scholars in the field of urban studies and public policy is that the fragmentation of jurisdictional authorities in metropolitan areas creates a self-organizing community to address intergovernmental problems. Formal Model approach provide useful answers to how and to what extent motivations of individual local governments affect the emergence and sustainability of self-organizing interlocal collaboration to address regional economic development. The purpose of study is to examine the utility of Park and Lee model (2009) of regional partnership formation by employing the techniques of computational science. The formal model of regional partnership formation, in fact, examines the effect of group size, degree of decision fragmentation, and benefits/costs structure on regional collaboration. The findings from this study is that the degree of decision fragmentation shows a non-linear relationship with regional partnership formation. This further implies that overall configurations of regional partnership heavily depend upon the level of uncertainty and the extent to which local jurisdictions attempt to retain their local autonomy.
