17대 총선과 정당정치의 변화 = 17th General Elections and Party Politics : Focusing on the Regionalist Party System

국문 초록 (Abstract)

제17대 총선결과는 열린우리당의 승리, 한나라당의 선전, 민주노동당의 대약진 그리고 민주당과 자민련의 몰락으로 요약할 수 있다. 우선 이번 총선은 민주화 2기의 첫 총선으로 처음으로 선거를 통해 여대야소의 국회가 탄생했고 단점정부의 국정운영이 가능하게 되었다. 또한 이번 총선은 정치권의 세대교체와 세력교체를 가져왔다. 하지만 무엇보다도 중요한 이번 총선의 의미는 정당체계의 변동을 가져올 균열구조의 변화이다. 민주화이후 한국의 선거정치과정을 결정지어온 유일변수는 지역주의 균열구조였다. 선거의 종류와 규모를 불문하고 후보와 정당이 얻은 정치적 지지를 설명하는 가장 강력한 설명변수가 지역주의였다. 하지만 지역주의의 영향력은 이전과 달랐고 대신 다른 균열구조가 등장하고 있는 것으로 해석되었다. 즉, 세대와 이념 그리고 계층 등의 영향력이 증대되기 시작했다. 결과적으로 호남과 영남의 지지정당이 상당기간동안 같을 수 없다는 것을 전제하면 [보수+영남]과 [호남+개혁]의 정당구도가 진행될 수도 있을 것이다. 이번 총선의 경우 대통령 탄핵에 대한 유권자들의 평가가 더해졌으며, [보수+영남+탄핵찬성] 대(對) [개혁+호남+탄핵반대]의 구도가 정당 간 선거경쟁을 특징지었던 것이다.

다국어 초록 (Multilingual Abstract)

The results of 17th National Assembly Elections are: landslide victory for the incumbent party (Open Our Party), the first opposition party's good fight (Hannara), progressive Labor Party's remarkable advance and the demise of Democratic Party and United Liberal Democrats. Among the implications, the most important one is changing cleavage structure that might alter the existing party system. Since the 1987 democratization, the single variable that decide election outcomes in Korean politics has been regionalist cleavage structure. All the political supports can be explained by the variable of regionalism, thus we may regard it as political constant in Korean political process. However, with the declining importance of regionalist cleavage structure, there appeared such new cleavages as generation, ideological orientation and class. Specifically, the older and more conservative are likely to vote for the first opposition party. In contrast, the younger and more liberal are likely to vote for the incumbent or progressive parties. Furthermore, the electorate's evaluation of presidential impeachment became consequential in deciding parties' political fortunes. Therefore, given the nature of regionalism in Korean political history, there may appear party system of [conservative+Yungnam] vs. [liberal/reform -minded + Honam] in the short term period.
