정책이슈 확산의 다이나믹스 -무상급식 논쟁 사례를 중심으로- = Dynamics of Policy Issue Diffusion: In the Case of Free School Meal in Korea

다국어 초록 (Multilingual Abstract)

This study aims to examine the process of policy issue diffusion through a recently heating free school meal case. This research analyzes what factors and mechanisms bring out the policy issue diffusion. Combining Downs(1972)'s Issue Attention Cycle(IAC) model with Punctuated Equilibrium model, this study applies it to analyze a free school meal argument in order to revise the political and social case. We know that there is an issue attention cycle that does not terminate but reproduce. Also, critical events, issue features and various actors affect the policy issue diffusion. This study suggests that IAC model can be applied to the case of issue expansion as well as issue decline. These findings will be useful in a political and social argument paradigm shift.
