Lefebvre and Harvey extend the notion of human right through the notion of the right to the city. Basic income is another concept for the extension of human right and the right to the city. The right to live and the economic right based on labor is outdated, because of the precarious labor and the structural unemployment. In this period, basic income opens the new paradigm for the right to live. It support also Lefebvre`s right to inhabit. Especially, free school lunch and free public transportation are the actualization of the right to inhabit. Thus, the right to the city needs to be expanded in relation with basic income. And the agent of the right to the city is to be reconstructed as precariat including proletariat, namely all the people whose inhabitation becomes precarious.
