도시재생사업과 세계도시 전략에서의 지역성 형성과 재발견 = The Impacts of Urban Regeneration and World City Strategy upon the Formation of Locality in Berlin-Kreuzberg

국문 초록 (Abstract)

본 글은 베를린 남쪽에 있는 크로이츠베르크의 SO 36지구에서 이차대전 이후 지역성이 어떤 과정을 거치면서 형성되었는지, 이것이 도시재생사업과 세계도시전략과 어떻게 관계를 맺고 있는지, 그리고 세계도시 전략에 의해 재구성된 지역성이 어떻게 재발견되는지에 대해 분석하고 있다. 이 지역은 냉전과 ‘68운동’ 그리고 후기산업사회를 거치면서 독특한 지역성을 형성했다. ‘사이(in between)’ 장소인 SO 36지구는 독일 보헤미안 예술가, 터키계 외국노동자 그리고 대안적 삶을 꿈꾸던 이상주의자들이 서로 어우러져서 독특한 지역성을 만들어냈을 뿐만 아니라 도시재생 사업의 문제점을 드러내고 새로운 대안을 찾는데 도움을 주었다.
본 글은 소외되었지만, 도시재생의 중요한 대상이며, 주체였던 사람들의 시각에서 도시재생과 세계도시 추진전략의 문제점들을 보여주고자 있다. 세계도시 경쟁에서 다양한 부작용들이 곳곳에서 이미 나타나고 있으며, 이 부작용들은 주민의 삶을 저하할 뿐만 아니라 도시경쟁력도 약화시키고 있다. 본 글은 SO 36지구를 통해 이에 대한 문제점과 해결 방안을 모색하는 기회를 갖고자 한다.

다국어 초록 (Multilingual Abstract)

Focusing on the SO 36 district of Kreuzberg situated in the south of Berlin, this article introduces three things: through what process locality was formed after the World War II, how the locality relates with the local regeneration project and world city strategy, and in what context the locality restructured in the world city was rediscovered. The 36 district has formed unique locality as it has gone through the cold war, ‘68 movement’ and post-industrial society. The SO 36 district, which is an ‘in-between’ place, created unique locality mingled with the German Bohemian artists, Turkish immigrant workers, and the idealists who have dreamed of alternative lives. This helps identify the problems of the urban regeneration project and find new alternatives.
This case discloses problems with the urban regeneration project and world city strategy from the perspectives of the people who were isolated in the past but were the main participants of the urban regeneration. In addition, various adverse effects from the competition of the world cities have emerged in every place, which not only lowers the life quality of residents, but deteriorates the competitiveness of the cities as well. The purpose of this article is to present an opportunity to indirectly think about those problems and the solutions through the SO 36 district.
