This paper aims to find the internal determinants of Russian foreign policy. Specifically, we examine the position of the Russian government toward North Korea`s third nuclear test, which was held in February 12 this year, to compare it with those of general public, major newspapers, and Korean experts in Russia. The comparison will help us find the similarities and differences of the government and the social groups in their positions. The examination revealed that the Russian government demonstrated a ambivalent position, criticising North Korea and simultaneously urging surrounding countries to keep patience. The Russian public showed the similar position, while the media showing the different position. Korean experts in Russia held the middle position.
