이 글의 목적은 한국사에서 국가 개념의 역사를 추적하는 것이다. 국가의 현상은 일정한 역사 시기 이후에서는 보편적인 것이지만, 지역과 시간에 따라 영토의 크기와 지배 권력의 침투도에서 상당히 다른 형태를 보여 왔다. 이러한 차이에도 불구하고 국가라는 하나의 보편적 개념이 사용되어 왔는데, 자세히 들여다보면 모든 국가 개념은 시대와 장소에 따라 다른 내용을 포함하고 있었다. 현재 우리가 경험하고 있는 국가는 표면적으로는 서양식 근대 국가이지만, 그 기저층에는 전통적 요인이 많이 남아 있는 것으로 짐작된다. 따라서 한국사에서 국가 개념의 전통을 알기 위해서 우리는 먼저 현재 한국 국가가 취하고 있는 서양식 근대 국가 개념의 변화 과정을 살피고, 중국과 일본에서의 국가 개념의 내용을 검토한 다음 그것들과의 연결 속에서 한국에서의 국가 개념의 전통을 검토했다. 한국사 전통에서의 국가 개념은 상당한 안정성을 누려 왔는데, 이것은 국가의 기본틀이 크게 동요되지 않았던 점에 기인하는 것으로 보인다. 이러한 안정이 깨진 것은 19세기 서양 및 일본에 의한 개항 요구 이후의 일이었다. 이에 따라 국가에 대한 성찰이 분출되지만, 준비된 이론적 자원이 없던 상황에서 외국에서 유입된 이론을 바탕으로 자신의 문제를 설명했다. 주로 다룬 문제는 국권 상실의 위기에서 민족주의적 관점에서의 국가의 중요성을 각성시키려는 계몽적인 내용의 것들이었다. 이러한 논의는 그나마도 국권 상실과 함께 중단되었다. 더 중요한 것은 국가 문제에 관한 독자적인 성찰의 기회가 일단 사라지고 난 이후 이러한 독자적 성찰의 기회는 쉽게 마련되지 않았던 것으로 보인다는 점이다.

The purpose of this paper is to survey the concept of 'the state(gukga)' in Korean history. While the Korean state, in its contemporary form, is undeniably Western, many of its traditional elements originated in China. This hybrid history requires a multi-tiered approach, which traces the concept of the state in Korean history. First, we shall survey the history of the western concept of the state. Next, we shall study the history of the concept of the state in China and Japan. Lastly, we shall research this concept in Korean history. The Korean concept of the state enjoyed a very high degree of stability for many centuries, due to the absence of external political or theoretical challenges. However, in the late-nineteenth and early-twentieth century, the threat of Japanese imperialism changed this drastically, and resulted in an eruption of many nationalistic arguments for Korean independence, and an accompanying change in the idea of the state. However, lack of theoretical resources in articulating these new ideas forced Koreans to borrow from foreign theories, while the loss of state sovereignty, in 1910, stifled the development of even this elementary discourse. As a result, Koreans were deprived of the opportunity to develop indigenous theoretical reflections on the matter of the state and on politics, and became heavily dependent on foreign theories and ideas.
