The goal of this report is to suggest alternatives for the improvement of policy evaluation in the government. To do so, this study employed multiple analyses. Analysis of the current policy evaluation system, benchmarking of advanced countries and the surveys are combined to develop policy suggestions which are summarized in the next paragraphs.O One of the critical shortcomings is that the evaluation cycle is 1 year. Because of this limitation, policies with long gestation period or large projects are rarely evaluated properly. It is critical that the evaluation system should have a longer time horizon.O The ultimate goal of policy evaluation is to improve the policy process within and among departments and policy performance. To achieve this goal, the self evaluation should be emphasized so that each department has the competence for the proper self evaluation that can be readily used.O The methodology should be more scientific and quantitative. Currently, intuitive and qualitative evaluation methods are largely employed partly due to the lack of sufficient evaluation manpower.O Most important point is that result of the evaluation should be used in a meaningful and critical way. The results can be used as a critical piece of information in the budget process or the decision regarding individual or organizational compensation. When the results of the evaluation is used in a critical way, the evaluation itself will get proper attention from the departments who are evaluated.
