Under the competitive world-wide environment in the 90s, our government needs to improve government needs to improve government administration for higher competitiveness. We are now experiencing the most difficult economic hardship ever since the Korean War, because of the competitive environment as well as the financial support from the IMF. Despite these crisis, Korean government`s competitiveness among the OECD countries has been deteriorated recently,. This situation indicates that our government`s management system is not as efficient and effective as we expect. So the new government of “People`s Government” performs wid range of administrative reform to solve these problems.
However, the situation we face right now requires a new paradigm or strategy in government institution responsible for the people and chief executives with their results-oriented performance information and utilize the performance information in renewing policies and management practices for better government. Eventually, this approach will improve the competitiveness of our government.
Untill now the government of Korea has been a lot to improve our own performance system of “simsapyungga” and adopted performance audit to effectuate government administration. However we cannot solve the problems and limitations in government management with the partial revises in current system. Right now the public sector in the developed countries is experiencing a paradigm shift by accessing result-oriented performances. Korea cannot be an exception in this trend to survive competitive world environment, and needs to prepare for it.
This study deals with the issue of structuring new result-oriented performance management system. At first, this study deals with the theoretical issues, such as the concept of performance while focusing on the results-oriented performance, the values of performance evaluation and performance information, issues related to the measures of performance, and presents framework of result-oriented performance management system. And then, this study analyses current performance appraisal system to figure out problems and limitations based on the framework of result-oriented performance management system. With this, I also analyses the OECD countries` experiences in performance management to do a benchmarking for us. Especially, the experience of United States and other Common Wealth Countries(UK, Canada, Australia, New Zealand) will be analyzed in detail in terms of contents, approaches, supporting system etc. Based on this, this study finally presents a new system of result-oriented performance management for Korea and ways of introducing the new system. This study presents policy implications in two different aspects: new result-oriented performance system and strategies to introduce the new system. In terms of performance management institution works with each individual institutions to appraise performance, and how the performance information should how this performance systems actually works by presenting the process of applying the elements of performance system in practice.
