거버넌스 개념에 대한 비판적 고찰-한국행정학계의 거버넌스 연구경향 분석 = Research Trends of Governmence in Korea: A Critique on the Conceptualization of Governance

다국어 초록 (Multilingual Abstract)

This study is the critical review of the conceptualization of Governance. First, I highlight several different developments, which has driven the growing interest in governance, and divergent approaches in governance research and theory.
Second, I analyze the research trend of governance in the Korean academic circles for Public Administration. Empirical findings are as follow: The interest in governance has increased steadily since 2000, and the conceptual application of governance is tried in diverse fields. Korean literature typically has the 'new' governance perspective, which focuses on the policy network, but is confusing in its conceptualization of governance.
Third, based on the results of trend analysis, I present some of the key issues in the governance debate. These issues show the need for researchers elaborately to develop conceptual frameworks and theories which will help structure our ways of thinking about governance.

국문 초록 (Abstract)

본 논문은 거버넌스에 대한 한국 행정학계에서의 연구경향을 비판적으로 검토해봄으로써 개념적 혼동과 남용을 저감하려는 의식에서 출발한다. 첫째, 거버넌스의 출현배경과 다양하게 분류되는 개념정의를 고찰하며, 둘째, 한국 행정학회에서 발표된 선행 논문들에 대한 연구경향을 분석한다. 분석결과, 한국 행정학회를 중심으로 한 거버넌스의 연구는 네트워크를 강조하는 신거버넌스 관점이 대표적 유형이며, 개념화가 정교화되지 못한 상황에서 한국사례들을 분석하려는 시도를 많이 하고, 2000년 이후 거버넌스에 대한 관심이 꾸준히 증가되고 있으며, 매우 다양한 영역에 관심을 가지고 거버넌스 개념을 적용시키려는 경향을 보이고 있다. 그리고 개념적용의 혼란과 남용경향을 보이고 있다. 셋째, 이러한 연구경향분석결과를 토대로 거버넌스와 관련하여 일반적으로 제기될 수 있는 쟁점들을 논의해 본다.
