방과후학교 정책 분석 및 발전방향 탐색 = The Review on Banggahuhakgyo (After-School Program) in Korea - Based on Cooper's Four Dimension of Educational Policy Theory

국문 초록 (Abstract)

이 연구는 방과후학교를 Cooper의 4차원 정책분석 모형을 이용하여 분석․진단하고 개선방안을 제시하는 것을 그 목적으로 한다. 최근 방과후학교가 확대 추진되면서 방과후학교를 둘러싼 문제점들이 제기되고 있으며, 과거의 역대 정부에서 현 정부까지 국가차원의 역점 사업으로 방과후학교와 관련하여 여러 가지 정책을 시도했지만 그 실효성에 의문이 제기되고 있다. 따라서 방과후학교에 대한 구체적이고 다양한 관점에서의 실태분석을 토대로 향후 방과후학교 정책을 어떤 방향으로 추진해야 할 것인가에 대한 신중한 검토가 요구된다. 이에 본 연구에서는 Cooper의 4차원 정책분석, 즉 규범적 차원(Normative-dimension), 구조적 차원(Structural-dimension), 구성적 차원(Constituent-dimension), 기술적 차원(Technical-dimension)에서 방과후학교를 종합적으로 분석하고 이를 토대로 방과후학교 활성화 방안을 마련하고자 하였다. 규범적 차원에서는 방과후학교가 추구하는 이념인 전인교육, 교육의 형평성, 교육복지, 그리고 평생교육 측면을 검토하였고,구조적 차원에서는 방과후학교의 교육과정,프로그램 운영방식, 그리고 지역사회와의 연계 측면을 검토하였다.그리고 구성적 차원에서는 방과후학교를 운영하는 관리자,교사, 그리고 학부모 및 지역인사 측면을 검토하였고,기술적 차원에서는 강사 관리,의견수렴, 그리고 평가체제 및 컨설팅 지원 측면을 검토하였다.

다국어 초록 (Multilingual Abstract)

The main purpose of this study was to review Banggahuhakgyo critically and suggest the strategies of improvement on 'Banggahuhakgyo', the extra curriculum program by the rules of the benefit principal. It is designed to develop student's hidden talent and reduce extra academic education expenses and educational gaps.
This study is to analyze the current status of Banggahuhakgyo program by the cooper's four dimension(normative, structural, constituent, and technical dimension) of educational policy theory and to suggest the strategies of improvement on Banggahuhakgyo program. The study proposes the strategies of improvement as follows; First, Banggahuhakgyo program should provide whole-person education and equal education opportunities for secondclass
students. Also it should refashion itself into the lifelong education center for the local society. Second, Banggahuhakgyo program should provides students with various programs to give whole-person education. Also it should be carried out by the bottom-up method in the governance and make cooperation system with the local society to provide lifelong education programs. Third, Banggahuhakgyo program should be executed by helping school administrators and teachers with the financial and administrative support. Also the parents is
needed to take part in Banggahuhakgyo programs actively. Finally, Banggahuhakgyo program should be managed under the high standards. These standards will be maintained by the evaluation of the program, consensus of the interest groups, and training for lecturers.
