북한이주민의 노동시장활동과 경제적 자립에 영향을 미치는 요인 = Significant Factors Associated with Labor Market Activities and Self-Sufficiency among North Korean Refugee Migrants

This study aims to have a comprehensive understanding on various factors which influence on labor market activities and self-sufficiency among North Korean refugee migrants. It also attempts to analyze perceptions and attitudes of them about refugee resettlement assistance programs provided by the government and the private sector during their early resettlement. Research subjects were selected from the pool of residents in Seoul and in Busan who have lived more than 6 months after they had arrived during 1999 to the time of survey (April, 2004). 224 cases among the instruments collected were finally analyzed. Research findings present that two of the three among the subjects did not participate in labor market and that two of the three did not have any earned income. About 80 percent of the North Korean migrants who did not have income utilize public assistance programs. Even those who had earned income by themselves or by the help of family members were using the public assistance, regardless of level of their income. More than 65 percent of the subjects thought that they wanted to work, and more than 90 percent of them attempted to find work, but they could not get a job. Majority of the North Korean refugee migrants showed a positive and strong attitude for the utilization of public assistance even if they could get a paid-work. However, this study considers the attitudes of those North Koreans during their early resettlement(during four or five years after arrival) not as the welfare dependence found in the culture of poverty, but as ``temporary dependenceO or strategic dependence.
