시장포퓰리즘 담론의 구조와 기술 = 이명박 정권의 정책담론에 대한 비판적 담론분석

국문 초록 (Abstract)

이 연구는 이명박 정부와 한나라당의 정잭담론을 분석하여 시장자유주의적 헤게모니 담론전략의 논리구조와 담론의 질서, 담론적 기술을 규명하는 것을 목표로 한다. 이 연구의 주요 주장은 다음과 같다. 첫째, 이명박 정권의 문제진단 담론은 이전 정권의 기업규제와 복지정잭이 기업환경을 악화시켜 중산층 몰락, 실업, 양극화 등의 사회문제가 심화되었다는 인과논리에 입각해 있다. 한편 문제해결 담론은 탈규제·민영화 등의 친기업 신자유주의 정잭으로 기업성장을 고무함으로써 국민 모두의 보편이익이 달성된다는 논리를 핵심으로 한다. 둘째, 사회시스템 수준에서 공공부문과 사회영역의 사유화·상품화·시장화를 추진하는 정잭담론은 공공기관과 공적 규제의 부패성·비효율성을 기업 및 시장의 투명성 효율성과 대조시키는 구조를 갖고 있으며, 특히 시장기제의 공공선 창출 효과를 부각시켜 정치적 동의 구축을 꾀하는 담론전략을 취한다. 셋째, 행위자 담론에서는 공공적 규제를 개인들의 자율성과 다양성에 대립시킴으로써, 규제되지 않은 시장제도하에서의 사적 이익추구에 도덕적 가치를 부여한다. 또한 소비자와 수요자 담론은 기업 수요와 사회의 수요를 동일시함으로써, 기업 수요를 위한 제도 개혁이 만인의 필요를 더욱 잘 충족시켜줄 수 있을 것으로 담론화한다. 이 연구는 신자유주의 정책담론이 결코 시장의 논리만으로 구성되지 않으며, 민간·국민·자유·권리·다양성 등 민주주의와 자유주의 이념의 전형적 언어와 가치들에 깊이 연계되어 있음을 보여준다. 특히 한국사회의 맥락에서 그것은 신자유주의가 보다 깊은 역사적 뿌리를 가진 자유민주주의의 어휘들을 통해 상징화되고 있음을 의미한다.

다국어 초록 (Multilingual Abstract)

This article aims to analyse the logical structure, order of discourse, and discursive techniques of hegemonic discourse strategy in the neoliberal policy discourse of Lee Myung-Bak government. Main arguments of this study are as follow. Firstly, the hegemonic discourse strategy of the Lee government shares nationalist developmentalism rooted in former authoritarian regimes, but strongly represents new discourses of populist market liberalism. The discourse of problem diagnosis assumes a clear causality between the regulative and welfare policies of the former liberal governments, on the one hand, and the crisis of middle class, unemployment and economic polarization, on the other. The discourse of problem solving is organized by the argument that the universal interest of all people can be fulfilled only by enhancing the particular interest of capital by means of neoliberal policies such as deregulation and privatization. Secondly, on the level of system discourse the policy discourses related to privatization of public institutions and social services are typically contrasting the bureaucracy and inefficiency of public realms with the transparency and efficiency of private sectors. This discursive structure is accompanied by the programmatic discursive strategy that propagates an unregulated market mechanism will generate common good for all people. Thirdly, on the level of actor discourse all kinds of public regulation are contrasted with the liberty, autonomy and diversity of individuals, thus attributing a moral value to private interest-seeking in an unregulated market situation. Furthermore, the consumer discourse makes plausible the promise that marketization and commodification policies will satisfy every consumers by identifying the needs of entrepreneurs and the social needs. Unlike these populist discourses, however, the actual policies of the Lee government doesn’t involve popular elements. This abyss will become an important source of the collapse of consensus and social protests.
