정책아이디어와 제도변화: 우리나라에서 신자유주의의 해석과 적용을 중심으로 = Policy Idea and Institutional Change : Translating Neoliberalism in Korea

Since the 1980s, public policy in an increasing number of countries has moved in the direction of neoliberalism. The rise of neoliberalism has led to the fundamental changes in policies and institutions throughout the social, political, and economic spheres. Nevertheless, although neoliberal policy projects were pursued in a number of countries, the specific contents of neoliberal policy ideas differed from country to country. There has not been convergence on a single neoliberal model of economic policy. In this respect, this article argues that the phenomenon of neoliberalism should be analyzed in terms of how it was translated in particular historical and institutional contexts. In explaining the characteristics of neoliberal policies pursued in Korea, this article focuses on the sequence of policy developments, the political and economic contexts including the crisis of the developmental state and political democratization, and the institutional contexts and historical situations.

국문 초록 (Abstract)

1980년대 이후 전 세계 거의 모든 국가에 심대한 영향을 미치고 있는 정책아이디어가 바로 ‘신자유주의’이다. 신자유주의의 등장과 확산에 따라 국가와 경제의 관계, 국가와 사회의 관계뿐만 아니라 국가 그 자체의 범위, 구성 및 운영방식에 있어서 ‘시장의 담론’이 지배적인 위치를 차지하게 되었다. 그런데 신자유주의라는 정책아이디어가 모든 국가에서 동일한 내용으로 적용되고 있지는 않다는 사실에 주목할 필요가 있다. 아무리 지배적인 영향력을 행사하는 정책아이디어라 할지라도 전 세계적인 확산의 과정을 거쳐 동일한 내용의 아이디어가 각국에 적용되는 것이 아니라, 각 국가에 고유한 역사와 제도적 맥락 하에서 아이디어의 구체적인 내용이 선택적으로 해석적용되는 것이 일반적이다. 따라서 신자유주의가 폭넓게 적용되었다 할지라도 각 국가에서 정책으로 발현되는 신자유주의의 구체적인 내용과 상대적인 강조점은 다르기 마련이다. 이러한 측면에서, 이 글에서는 우리나라에 도입적용된 신자유주의 정책의 독특성을 발전국가로부터의 전환이라는 우리나라에 고유한 국가개입의 역사적 특징, 세계화 및 경제위기의 성격과 이에 대한 해석, 그리고 우리나라 정치경제제도의 특징적 모습에 초점을 맞추어 설명하고 있다.
