월츠의 제3이미지와 북한의 대미정책 = K. Waltz`s Theory of the Third Image and North Korean US Policy

다국어 초록 (Multilingual Abstract)

This paper is to examine the continuity and change in North Korean US policy, with emphasis on the international structural variance using the Kenneth Waltz`s theory of the third image. International structural variance is an obvious one, not a policy environment, and the variance restricts the scope of actors`reaction to it. The continuity in the DPRK`s US policy during the last 60 years is as follows: North Korean antagonistic perception of its counterpart; little role of non-governmental sector; fear of total war; high dependency upon diplomacy. The increase of strategic importance toward the US and the peace treaty proposal with the US, weakness of argument bringing the US troops home, and rising dependency on military diplomacy represent the change of North Korean diplomacy toward the United States. Based on the findings, DPRK`s US policy is divided into four stages such as confrontation in the early Cold War, attempt to contact in the Detente, normalization diplomacy in the time of dismantlement of the Cold War, and rising military diplomacy in the Post-Cold War.
