Electronic commerce become wide use than ever with the spread of computer and internet technology. Vitalizing electronic commerce needs more than a way to translate traditional payment systems to the electronic realm. Emerging electronic settlement systems are such as on-line credit card, electronic funds transfer, electronic money, electronic bill etc. In this Article, the author identifies and discusses some of the obstacles to the legal issues of electronic funds transfer under Korean electronic finance transaction law. However, analysis of such obstacles is kept brief, for one reason. As high technology continues to evolve, such laws must, and surely will, change. Thus, this Article seeks to present a policy-oriented vision of what should be, rather than what is. To prevent unexpected legal problems, we must study into the technical and structural characters of electronic funds transfer. We should also consider and analyze legislative examples of other countries as well.
