경로의존성, 정보의 문제, 그리고 공공정책 : E. Ostrom의 신제도주의에 대한 비판적 논의 = Path Dependence, Emphasis on Informational Impactedness and Public Policy: A Critical Review of E. Ostrom's New Institutionalism

In this paper, we critically survey what E. Ostrom has tried to solve and how she has done it on the basis of the major work done by her throughout academic life. We identify two major aspects of her approach differentiable from the (traditional) rational choice new institutionalism: path dependence and emphasis on informational impactedness, whose foundation is greatly attributable to the related disciplines surrounding public policies such as economics, sociology, evolutionary biology, psychology, etc. We examine both aspects in building up successful institutions or public policies and derive its implications for policy formulations and evaluations.

국문 초록 (Abstract)

이 논문은 집단행동의 딜레마를 해결하기 위해 E. Ostrom이 수행한 20여년의 연구성과를 비판적으로 고찰하였다. 이를 위해 Ostrom의 학문적 여정에서 주요한 저작으로평가받는 세 권의 저서와 주요 논문들을 두 가지 측면 - 경로의존성과 정보의 문제 -에초점을 맞추어 들여다 봄으로써 그녀의 합리적 선택 신제도주의 입장이 어떻게 “확장”되었는지를 살펴보았다. 보다 구체적으로는 (1) Ostrom의 문제의식, (2) 인접 학문 -경제학, 사회학, 진화생물학, 심리학 등-의 연구성과를 수용한 통섭적 연구 방법, (3)경로의존성과 정보의 중요성이라는 측면에서 Ostrom의 주요 사고틀 및 분석모형 -IAD 분석틀, 사회생태체계(SESs) -의 세 부분으로 나누어 분석하였다. 이를 통해 지역공동체의 자치조직화에 의한 집단행동의 딜레마 해결이라는 Ostrom의 아이디어에서성공적인 제도의 내용 및 과정과 관련하여 끌어낼 수 있는 정책적 함의를 제시하였다.
