북한이탈주민과 남한주민의 인식 비교연구 = 인천지역을 중심으로

국문 초록 (Abstract)

본 연구의 목적은 인천지역 거주 북한이탈주민과 남한주민의 인식을 비교분석하고 공존방안을 모색하는데 있 다. 연구주제는 이를 위하여 북한이탈주민과 지원정책 그리고 공존방안에 대한 인식과 태도이다. 연구대상은??전국 최고의 북한이탈주민 밀집지역인 인천시 남동구 거주 북한이탈주민과 동일지역 남한주민이다. 연구방법 은 포커스 그룹 인터뷰에 의거했다. 연구결과, 첫째, 남한주민과 북한이탈주민의 인식은 상이하게 나타났다. 남한주민은 북한이탈주민을 과격하고??두려운 존재로서 믿을 수 없는 존재이다. 또한 부도덕하고 게으른 존재로서 고립된 사람들이라고 인식하였다.??반면, 북한이탈주민은 남한주민을 냉정하고 이기적인 존재로 인식하고 있었다. 둘째, 북한이탈주민을 위한 정 책에 대해서는 남한주민은 지원정책이 풍족하기 때문에 도덕적 해이현상이 발생한다고 인식한 반면 북한이탈 주민은 자립하기에 역부족이라고 토로했다. 셋째, 공존방안에 대해서 남한주민은 교류 기회와 장치가 많아야??하고 정책의 역차별적 요소를 수정하고 대중매체를 통한 인식의 전환이 필요하다고 주장한 반면, 북한이탈주민 은 스스로가 남한사회에 적응하기 위한 노력을 해야 하고, 남한 사회는 북한이탈주민의 자립을 위한 실효성 있 는 제도를 구축해야 한다고 역설하였다. 이상에서 보듯이 북한이탈주민과 남한주민은 상이한 인식과 태도 때문에 상호불신을 하고 있고, 심지어 적대적 인 태도를 갖고 있다. 본 연구는 북한이탈주민과 남한주민의 지역에서의 모습이 한국사회가 향후 직면하게 될 ‘ 먼저 온 미래’라고 보고, 사회통합을 통해 공존할 수 있는 정책적, 실천적 방안을 제안하였다.

다국어 초록 (Multilingual Abstract)

The purpose of this study explores the perception between South Koreans and North Korean refugees.??Moreover, it aims to provide the way of coexistence. This study collected the data based on focus group??interviews. It interviewed North Korean refugees and South Koreans who lived in Namdong-Gu Incheon City. According to the focus group interviews, South Koreans and North Korean refugees have had prejudice to??each other. Moreover, South Koreans think the policies are too generous to North Korean refugees. On the??other hand, North Korean refugees insist that they have hard to stand on their own two feet because they??have poor health and difficulties to find a proper job. Furthermore, South Koreans suggest that the local??government has to provide opportunities to meet each other. They also propose that the government??needs to change the public awareness towards North Korean refugees through mass media etc. North??Korean refugees hope that South Koreans understood their cultural differences. This study suggests South Korean and North Korean refugees communicate and acknowledge each other’s??differences. Finally, this study proposed policies and practices for social integration.
