최근 북러관계의 변화: 현황, 동인, 전망 및 한국의 대응 = North Korea-Russia Relations: The State, Backdrops, Prospects, and ROK`s Responses

After years of fluctuant situation in their bilateral relations, North Korea and Russia recently have developed friendly and cooperative relations. Over the last few years North Korea and Russia signed a number of agreements on mutual cooperation including expansion of trade volume, simplification of visa requirements for Russian businessmen and the settling of payments in Rubles in trade. The advancement of the bilateral relations between North Korea and Russia has been driven by several factors. Among other things, the two countries share common interests in that Russia pursues ‘pivot to Asia,’ whereas North Korea struggles to avoid isolation from international society. Also Moscow and Pyongyang have overlapping interests in the economic sphere: North Korea is interested in getting economic assistance from Russia, while the latter wants to induce the former into a trilateral cooperation including South Korea. A honeymoon relationship between Moscow and Pyongyang poses both challenges and chances to the Republic of Korea. On the one hand, a close relationship between Pyongyang and Moscow allows for a favorable environment in which Seoul pushes ahead ‘Eurasia Initiative,’ its own Eurasian cooperation program. On the other hand, a collusive relationship between North Korea and Russia may complicate North Korean nuclear issue, precipitating uncertainties on the Korean peninsula.
