계층제, 시장, 네트워크: 서울시 구청조직의 거버넌스 실태에 대한 실증적 분석 = Hierarchy, Market, and Network: An Empirical Analysis of Governance Characteristics of District-Level Governments in Seoul-City

다국어 초록 (Multilingual Abstract)

Using the typology scheme of governance employed frequently in a western society, this study classifies mode of governance as hierarchy, market, and network, to assesses the extent to which a set of work traits associated with each mode of governance are evident in the process of the daily businesses of district-level government employees. The data for this study was collected by a survey questionnaire of Seoul-city district government officials. Conclusions are as follows. First, hierarchy is not only alive, but works as a dominant form of governance. Second, new public management has some impact in changing the ways of managing the public sector, but it has only a very limited impact in reducing the scope of the public sector or turning it into a quasi-market. Third, survey respondents perceive hierarchy as a form of governance distinct from the market or network, but they do not view the market and network as different forms of governance.

국문 초록 (Abstract)

이 연구는 서구사회에서 빈번히 활용되는 거버넌스 유형화 방식에 따라 거버넌스 양식을 계층제, 시장
(market), 네트워크로 분류한 다음 각 거버넌스의 양식과 관련된 특성들이 서울시 구청공무원들이 업
무를 처리하는 과정에서 어느 정도 강하게 나타나는 지를 설문조사를 통해 확인하고자 한다. 이를 통해
구청공무원들이 공공업무를 수행하는 과정에서 활용하는 거버넌스 양식의 구체적인 형태를 이해하려 한
다. 결론을 요약하면, 계층제는 여전히 건재하며, 구청공무원들의 업무처리 과정을 규율하는 핵심적인
거버넌스의 기제로서 작동하고 있다. 둘째, 구청조직에 대한 신공공관리의 영향력은 공공부문의 관리방
식을 개선시키는 차원에 국한되고 있으며, 공공부문의 역할을 축소하거나 공공부문을 유사시장으로 전환
시키는 방향으로는 적극적으로 수용되지 않고 있다. 셋째, 구청공무원들은 계층제를 시장과 네트워크와
구분되는 별개의 독립된 거버넌스 양식으로 인식하고 있으나 시장과 네트워크를 다른 차원의 거버넌스
양식으로 구분하지는 않고 있다.
