To resolve various social problems and realize desirable local autonomy, citizen participation is acquiring increasing significance. For successful citizen participation, it is necessary to gain citizens’ attention and ownership, which might be said to be sense of community. This study analyzed the effect of sense of community on citizen participation, focusing on residents of Seoul. This study used a citizen survey, conducted via both on- and off-line methods, that asked citizen perceptions of the relationship between sense of community and citizen participation. The result of multiple regression analysis shows that sense of community had a positive effect on citizen participation. Specifically, individual participation was affected by integration and fulfillment of needs, membership, influence, and shared emotional connection. On the other hand, collective participation was affected by influence and shared emotional connection. These results suggest that formation of relationships is crucial for improving citizen participation.
