Public administration reform can be defined as constant and exogenous exertions to achieve better government. After each president``s inauguration, the government addressed the administrative reform plan and implemented many reforms. However each government has struggled, and people have recognized that these endeavors came to naught. Our study focused on the compatibility of public values and norms of public reform as a result of these efforts. By exploring the norms and public values of public administrative reform provided by each regime, we try to determine which public values are more emphasized by each regime. New public management (NPM) and new governance are the twin theoretical supports of public administration reform. Based on both NPA and new governance theory, we analyze how to recognize government reform goals and tools and how presidents and government officials can identify and manage these. We find there are different definitions and tools provided by each of the main actors in the reform. In addition, we find a trend in which the main tasks of reform are more subdivided and made concrete through the progression of the regimes, to the present Park regime from the Roh regime. However we also find NPM reform tools and values are still basic trends across all regimes.
