Conflicts are associated with differences in disputants` frames about the issue. Conflict frames act as lenses through which parties in a conflict interpret, focus, and organize conflict dynamics. The systematic analysis of disputants` cognitive frames is, therefore, an essential element for successful management of policy conflicts. This study analyzed local residents` conflict frames about a nuclear power plant and their reframing process. In particular, it focused on the effect of the Fukushima nuclear accident on their frame changes. For this study, local residents who live near the Kori nuclear power plant were interviewed and their interview transcripts were analyzed using network analysis techniques. Based on the findings, this study discussed important policy implications, thus contributing to the successful management of intractable policy conflicts.
