This study aims to find out congruence and incongruence between organizational culture and leadership style, and to test specific hypothesis that congruent type is higher than incongruent type in organizational commitment and job satisfaction. Questionnaire data were obtained from 405 public sector employees who work for 15 autonomous districts in Pusan metropolitan city. After reviewing previous studies, this study confirmed problems in congruence-incongruence distinction, and found that no significant differences in organizational effectiveness exist between congruence and incongruence. Three major findings are reported : (1) There are 6 congruent types and 3 incongruent types between organizational culture and leadership style ; (2) Among these types, a widespread type is the form of incongruence which is strong in both hierarchical culture and initiating structure leadership ; (3) Public sector employees who feel that organizational culture is congruent with leadership style are higher than those who feel incongruence in organizational commitment and job satisfaction.
