공무원이 조직생활에서 경험하는 체면 현상과 행위에 대한 질적 연구: 근거이론(Grounded Theory)을 적용하여 = A Qualitative Approach to Chemyon Experienced by Public Servants: Applying the Grounded Theory

다국어 초록 (Multilingual Abstract)

This study conducted in-depth analysis of chemyon experienced by public servants in Korean governments. There have been no previous studies that tried to conceptualize and build a theory of chemyon. Chemyon, the concept of an individual’s public face influencing his or her behavior and interpersonal relationships, is not easily analyzed by observation of individual behaviors since it is a complex psychological process within a person's mind. Due to such characteristics of chemyon, this study applied grounded theory. From this analysis, we found that the main theme of chemyon phenomena and activities is that “Korean public servants are very conscious of their public image and make an effort to maintain it.” This central theme was true under the conditions of “public atmosphere emphasizing status and rank,” “the situations in which issues are exposed,” and “ways of thinking and acting.” Public servants also take strategic actions to maintain their public image. They are “emphasizing inter-personal relationships,” “taking action based upon attitude,” “having good sense,” and “waging a war of nerves.” Such responses consequently cause public servants to behave in such a way that they comply with customary practices of an organization.

국문 초록 (Abstract)

이 연구는 공무원이 공직생활에서 경험하는 체면 현상과 행위에 대해 심층적으로 분석하였다. 체면은 개인 내면의 복잡한 심리적 작용이기 때문에 이를 실증적인 방법으로 분석하는데 한계가 있고, 공무원의 체면에 대한 개념이나 이론이 정립된 기존 연구가 없어, 이 연구에서는 근거이론방법을 적용하여 체면에 대한 깊이 있는 이해를 시도하였다. 분석결과 공무원이 조직생활에서 경험하는 체면 현상과 행위는 “공무원으로서의 이미지를 의식하고 유지하는 과정”임을 발견하였다. 이에 영향을 주는 조건으로는 신분과 지위 중시의 공직풍토, 노출상황, 사고와 행동의 방식, 공직업무의 특성, 구성원의 기대와 압박이 있었다. 또한 공무원으로서의 이미지를 의식하고 유지하기 위한 전략적 행동으로는 인간관계를 중시하는 행동, 태도를 중시하는 행동, 눈치 보는 행동, 기 싸움이 있었다. 공무원으로서의 이미지를 의식하고 유지하는 행위를 반복하면서 결과적으로 공무원은 조직의 관행을 존중하고 따르게 되는 것으로 나타났다.
