북한의 국제적 사회화 전망 = 국제기구 참여와 외교정책 선호의 변화, 1991-2005

다국어 초록 (Multilingual Abstract)

Is North Korea`s international socialization possible? How can the international society change North Korea`s interests and foreign policy? We present a hypothesis that interactions between North Korea and other countries within international organizations are likely to increase similarity of their foreign policy preferences, based on a constructivist theory about institutional socialization. We empirically test this hypothesis in global and East Asian levels respectively, using data for voting in the United Nations General Assembly from 1991 to 2005. The test results support our hypothesis, and show that the institutional socialization theory can apply to North Korea. Interaction mechanisms that international organizations provide, by facilitating learning, persuasion, and diffusion of norms, account for North Korea`s international socialization and changes in its foreign policy preference. The finding of this study provides policy implications that an engagement policy promoting social interactions through international organizations is more likely than sanctions North Korea`s isolation to be effective in decreasing the possibility of military conflict with North Korea and inducing changes in North Korea.
