전문직 자율성의 사회경제적 토대 = 이론적 접근

국문 초록 (Abstract)

본고는 전문가집단의 자율성에 대한 기존의 논의들을 기능론적 접근과 권력중심적 접근으로 나누어 비판적으로 살펴보고 전문직 자율성을 이해하기 위해 보다 비교역사적인 접근이 필요함을 제기한다. 비교역사적 접근은 전문직과 전문직에 대한 규제를 제도화하는 과정과 형식에 있어서 개별사회가 가지는 차이와 다양성에 주목하며 개사회의 역사적 환경의 변화와 전문직서비스 규제를 둘러싼 다양한 사회집단간의 상호관계에 그 분석의 초점을 맞춘다. 전문직 자율성에 대한 비교역사적 접근은 전문직 자율성을 이해하는 데 있어서 다음과 같은 이론적 함의를 갖는다. 우선 전문직 자율성과 그것의 제도화는 전문직과 전문직서비스시장 내부에 국한된 문제로 이해할 것이 아니라 거시적인 사회구조와 사회변화와의 연관하에서 이해하여야 하며 전문직 자율성의 특정한 형식을 조건짓는 개별사회의 역사적 환경과 변화에 주목하여야 한다는 점이다. 두 번째로 전문직의 자율성이 제도화되는 과정에서 개별사회의 전문직과 국가, 시장과의 관계는 서로 대립적인 것이 아니라 상호의존적이며 그렇기 때문에 전문직의 자율성을 국가나 시장의 간섭과 서로 대응되는 개념으로 이해할 수 없다는 점이다. 마지막으로 전문직 자율성은 하나의 고정불변하는 제도적 형태가 아니라 특정한 사회조건의 변화 안에서 다양한 사회집단들 간의 갈등과 연대과정을 통해서 끊임없이 새로 정립되어지는 역사적 산물로 이해하여야 한다는 점이다.

다국어 초록 (Multilingual Abstract)

This study examines the existing perspectives on the socioeconomic origin of professional autonomy and argues that historical and comparative approach is needed to understand the complexity in professional autonomy. Historical approach focuses on the differences in the degree of professional autonomy and the regulating processes in various societies. Historical and comparative approach has the following important implications: It suggests that the discussion of professional autonomy should not be limited to domestic affairs of the professions but take serious consideration of the wider structural transformation of society and its relation to the professions. It also suggests that since the formation of professional autonomy depends on the state actions, there is no clear dichotomy between professional autonomy and state intervention. Finally, it suggests that institutional arrangements of professional autonomy should not be understood as fixed, nor as an unitary set of rules, but instead as consisting of multiple options of regulatory arrangements for controlling the professional service market.
