청소년양육미혼모의 자녀양육과 자립을 위한 지역사회 지원체계 구축방안 = A study on Community Support Systems for Young Single Mothers

The study is searching for programs to build community support systems helping young single mothers based on the viewpoint of eco-systems theory, using both literature research and survey. The study examined 150 young single mothers' actual living conditions, needs and their usage of community support systems and also it tried to present community support systems appropriate for their needs.
The result shows that Korea's young single mothers are a newly emerged poor class, who are out of reach the social welfare system. The life of single mothers at home is worse than those in institution since they don't have any type of support form community. However, they do their best to perform their role as parents and one third of them keep an intimate relationship with their child's biological father. The needs and pressing problems of young single mothers at home and in institution vary from cases to cases, especially regarding to their future plan and self-sufficient plan. Based on the findings above, some support systems for young single mothers are presented. First, more favorable perception toward young single mothers should be formed among the public in terms of macrosystem level. Second, in terms of exosystem level, redirecting and revising laws on young single mothers and establishing service delivery systems and cooperation systems should also be implemented. Third, in terms of mesosystem, school support, one stop service, outreach, and case management programs are reinforced. Finally, more support for young single fathers, service reinforcement for strengthening of family ties, facilitating young adult parents' growth and consolidating relationship between their families and community are considered in terms of microsystem level.

국문 초록 (Abstract)

본 연구는 생태체계적 관점에 입각하여 청소년양육미혼모의 자녀양육과 자립을 위한 지역사회 지원체계 구축방안을 모색하고자 한 것이다. 이를 위해 문헌연구와 서베이를 병행하였다. 문헌연구에서는 생태체계적 관점에 입각하여 선행연구를 분석하여 본 연구의 이론적 토대를 마련하였을 뿐 아니라 우리나라청소년양육미혼모의 지원체계 구축방안 모색에 유용한 효과적인 경험 및 내용을 추출하였다. 서베이에서는 우리나라 청소년양육미혼모의 욕구 및 실태조사가 전무한 상황에서, 전국에 살고 있는 청소년양육미혼모 150명을 조사하여 그들이 당면한 당면문제 및 욕구, 지역사회서비스 이용 실태 및 개선점을 파악하였고 이러한 청소년 욕구에 근거하여 지원체계 구축방안을 제시하고자 하였다. 이상의 내용을 토대로 지역사회 지원체계 구축방안을 제시하면 청소년양육미혼모에 대한 인식이 긍정적으로 변화되어야 하며 청소년양육미혼모의 정책방향 전환 및 관련법 개정, 지역사회내 청소년양육미혼모를 위한 서비스 전달체계 및 협력체계 구축되어야 한다. 또한 학교지원의 강화 및 지역사회기관차원의 one stop 서비스, 아웃리치, 사례관리 등 전문적 개입이 강화되어야 하며 미시적 차원에서는 청소년미혼부의 지원확대, 가족유지 서비스 강화, 청소년양육미혼모의 발달 및 성장 촉진, 가족과 지역사회와의 관계강화 등이 이루어져야 한다.
