북한의 핵전략 구상과 전략적 딜레마 고찰 = North Koreaʼs thinking on nuclear strategy and its dilemmas

다국어 초록 (Multilingual Abstract)

DPRK emerged as a de-facto nuclear weapon state by two nuclear tests in 2006 and 2009.
DPRK is yet to officially declare its nuclear use doctrine. This article devotes to estimate a
nuclear strategy of DPRK from reviewing the six strategic concepts such as deterrence
counterpart, deterrence posture, nuclear first-use doctrine, massive retaliation principle, nuclear
targeting doctrine, and nuclear command and control. This article illuminates the strategic
dilemmas and challenges Pyongyang confronts in constructing its nuclear doctrines. It concludes
that DPRK would adopt a aggressive nuclear strategy based upon its minimum deterrence
posture, nuclear first-use doctrine, and massive retaliation and counter-value nuclear targeting
principle.

국문 초록 (Abstract)

북한이 현재 어떠한 핵전략을 수립했는지 전혀 알려진 바가 없다. 본 논문은 시론적 성격의 연구결과로서 북한의 핵전략을 억제대상, 억제태세, 대량보복, 선제사용, 표적선정, 지휘통제 등 6개 세부 전략개념 요소들로 정의하고 북한이 각각의 전략개념을 정립하는 데 있어서 직면하고 있는 전략적 딜레마를 고찰한다. 이를 통해 볼 때 북한은 최소억제태세와 선제사용, 대량보복, 대가치표적 선정, 중앙집중적 핵통제 등 공세적 핵억제전략을 수립할 것으로 예측된다.
